I got the impression that Paul did not have a handler, because he was imprinted with himself. He was never shown to have a handler. I think it was probably the last thing on their minds as the end game approacheth.
As for the other question... I'm not sure. They definitely said that the Doll architecture is still in place. I guess the question is, once they are let go, is there still something in them that thinks of their handler as their handler? Because if that got deprogrammed I'd say they're safe- that "would you like a treatment" stuff didn't work with any random stranger, did it?
I guess it depends on what the higher ups ordered the programmer to do. I could just see those in charge leaving their former actives vulnerable on purpose.
