Fairly synonymous -- although I suppose 'caramels' would usually be soft, most likely individually wrapped (also often called 'toffees'), and 'toffee' would be the more generic term that you'd probably apply to the harder, solider version sold in larger lumps. But in the context of a chocolate bar (say) either 'toffee' or 'caramel' would work. We wouldn't say 'candy factory' though, it would be 'sweet factory'. :)
Thank you. I was right on the caramel, then. It's the soft, individually wrapped, rather gooey stuff I'm thinking of. (often with sugar/cream in the center.) But the candy vs. sweet factory thing is REALLY good to know!
